Philo’s brother Caius Julius Alexander was an ethnarch (or alabarch) of Alexandria, and he had close relations with both Agrippa I, the grandson of Herod the Great, and to the Julio-Claudian dynasty in Rome.

Flaccus grew up with the sons of Augustus' daughter, and was in later years a friend of Tiberius, under whom he was for five years prefect of Egypt. Philo himself says (§ 3) that he filled his office peacefully and uprightly, surpassing all his predecessors.

In Against Flaccus, Philo describes the situation of the Jews in Egypt, writing that they numbered not less than a million and inhabited two of the five districts in Alexandria. He recounts the abuses of the prefect Aulus Avilius Flaccus , who he says retaliated against the Jews when they refused to worship Caligula as a god. [11]
